What are the rules for multiplying with decimals?   Multiply normally, ignoring the decimal points. Then put the decimal point in the answer - it will have as many decimal places as the two original numbers combined.

What are the rules for adding and subtracting decimals?   Write down the numbers, with the decimal points lined up. Put in zeros so the numbers have the same length. Add, put the decimal point in the answer.

What are the steps to Divide a decimal by a whole number?   Divide as usual, but place the decimal point in the same spot as the dividend.

Dividend   The number being divided.

What is the rule for dividing with by a decimals number?   You must shift the decimal point of both numbers in the problem to the right until you are dividing by a whole number.
