What concerns did Northern political leaders have about the different reconstruction plans?   Northerners believed Confederate states must reapply for admission to the Union. They believed Congress alone had the power, not the President.

Why did the Radical Republicans believe that President Johnson's plan for Reconstruction was too limited?   They believed that many Confederates were in charge and that there were laws still in existence that limited the rights of African Americans (the Black Codes).
