Why did Ngo Dinh Diem refuse to change the laws made by France? The laws made sure that all power was given to Christians/ made sure he was surrounded by Christians. (He was a Christian himself)

What is the similarity between Ngo Dinh Diem's education and Ho Chi Minh's? What is the difference? Both had studied under French Christians. However, Ho Chi Minh had ventured to different parts of Vietnam, gaining experience and becoming a Buddhist.
