Pendleton Act The Act of Congress that established the civil-service system; based government employees' pay on merit and reduced the spoils system

fourth branch term applied to the federal bureaucracy because of the bureaucracy's power and pervasiveness
oversight The process by which Congress examines a government department's compliance with the law and scrutinizes its budget requests
Government Accountability Office (GAO) Congressional office that audits an agencies finances, monitors its activities, and request public hearings about it programs
Freedom of Information Act (FOIA) An Act of Congress that gives individual citizens and the media the right to access and examine previously withheld government files
Sunshine Act A congressional act requiring federal agencies to hold well- announced public hearings and allowing citizens access to agency officials and a stronger voice in proceedings
waste bureaucratic mismanagement of money, time and personnel
red tape bureaucratic paperwork
bureaucratese vague, sprawling language and wordy jargon used in bureaucratic regulations and documents
spoils system The practice of giving government jobs to friends and supporters; also called patronage
