What is a Pork Barrel ? Legislators appropriations of funds for special projects located within their congressional districts
What is a Earmark ? A designation within a spending bill that provides for a specific expenditure.
What is the process of a oversight ? The process by which the legislative branch " checks" the executive branch to ensure that the laws congress has passed are being administered in keeping with legislators intent.
Agenda setting The determination by congress of which public issues the gov't should consider for legislation

The legislative process consists of 5 steps Introduction Committee review House and Senate approval Conference committee reconciliation Presidential approval
Step 1 : Introduction A member of the house of representatives or senate formally proposes the bill.
Step 2 : Committee Review Subgroups within the house and senate,composed of legislators who have expertise in the bills subject mattering,review the bill.
Step 3 : House and Senate Approval If the bill makes it out of committee, a majority of members in the house and senate must approve it.
Step 4: Conference Committee reconcilation The conference committee reconciles the bill when different versions have passed in the house and senate
Step 5: Presidential Approval If the president signs the bill,it becomes a law, but a presidential veto can kill the bill,or congress can override it.

What is the Seniority System The system in which the member with the longest continuous tenure on a standing committee is given preference when the committee choses its chair
Standing committee role Are permanent committees with a defined legistlative jurisdiction. 21 in house and 20 in senate
Select Committee role A congressional committee created to consider specific policy issues or address a specific concern
Joint Committee role A bicameral committee composed of members of both chambers of congress
Subcomittees A subordinate committee in congress that typically handles specific areas of a standing committees jurisdiction 104 in house and 70 in senate
4 Actions taken when a committee or subcommittee favors a measure Agency review Hearings Markup Report
Agency Review The committer or subcommittee asks the executive agencies that would administer the law for written comments on the measure
Hearings To gather information and views from experts, including interest groups,concerned citizens
Markup The process by which the members of legislative committees "mark up" a bill with suggested language for changes and amendments.
Report A legislatives committees explanation to the full chamber of a bill and its intent.
Rules of committee One of the most important committees in the house,which decides the length of debate and the scope of amendments that will be allowed on a bill.
Filibuster A procedural move by a member of the senate to attempt to halt passage of a bill during which,the senator can speak for an unlimited time on the senate floor
Conference committee A bicameral,committee composed of legislators whose jobs is to reconcile two versions of a bill.
Presidential Action A president can sign a bill, it becomes a law,or not, it becomes a law after 10 days if congress is in session, if not it becomes a pocket veto and dies, therefore congress can not override it.
Veto President's Rejection of a bill
Pocket veto A special president veto of a bill passed at the conclusion of a legislative session, whereby the president waits 10 days without signing the bill, and the bill dies
Speaker of the house The leader of the house of rep., chosen by the majority party; second in line of the presidential succession.
President pro tempore To chair the senate in vice presidents absence
Qualifications of congress : house 25 years of age citizen of 7 years 2 year terms District redistricting every 10 years
Qualification of congress: senate 30 years of age citizen of 9 years 6 year terms State
