Discipline is a state of training and a mental attitude which fosters voluntary compliance with policies, regulations
and standards of proper conduct
Proper discipline stimulates harmony and efficiency facilitates coordination of effort, promotes high morale
and encourages public acceptance and support
Violations of rules, regulations, and procedures may require counseling, or some disciplinary action either positive or punitive

The maintenance of discipline is a responsibility and function of command
Supervisors and commanding officers are given authority to fulfill their responsibilities and are expected to exercise it to that end
When repeated misconduct occurs despite counseling or disciplinary action, a determination must be made as to whether the fault for the behavior rests with the violator, the violator's supervisor,
or if other circumstances have contributed to the misconduct
This General Order in no way supersedes employee contracts
Specific employee rights, appeals, and grievance procedures shall be outlined in current bargaining contracts and Civil Service and Personnel Rules and Regulations
