Federalism

preemption | A doctrine rooted in the supremacy clause: provides that national laws/regulations pertaining to a certain area of policy override state laws/regulations in that same area |
new federalism | A movement to shift from nation-centered to state-centered federalism. A plan to limit federal government's role in regulating state governments and to allow states the power to decide how to spend government revenues |
devolution | The surrender or transfer of powers to local authorities by a central government |
federal mandate | A req. in federal legislation that forces states to comply with certain rules |
unfunded (federal) mandate | The federal government does not provide funds to the states to cover the cost of compliance |
fiscal federalism | One level of government assigns tax money as funds to another level |
categorical grant | A federal grant targeted for a specific purpose as defined by federal law (ex: requiring that an environmental impact statement be made for a project) |
block grant | Given to a state for a broad area, such as crimminal justice or mental health programs |
competitive federalism | State and local governments compete for businesses and citizens, and citizens "vote with their feet" by immigrating to the best states/municipalities |
