They did not serve the U.S. nor, under this system, should they have done so. They were to protect and advance the interests of their own states.

Northwest Ordinance of 1787   made the NWT one political unit ruled by a governor and judges appointed by Con. 5000 male adults could organize a bicameral legislature and send delegate to Con. A territorial delegate could speak but not vote in Con. Need 60,000 people to form a state.
