(行く/行かない) はずです  I expect he/she will/will not go; He/she is expected to/not to go.

Verb Dictionary form + つもりです。  Plan to do~, Intend to do~ [not generally used when asking superiors of their intentions. The subject of a つもり sentence is generally 1st person, and 2nd and 3rd person are only used in a question]  
Verb ない form + つもりです。  Do not plan to do~, Do not intend to do~  
Verb Dictionary form/ ない form + はずです。  To expect, is/is not expected to do~ [The subject is generally 3rd person. If it's 1st person, the sentence implies that someone else has an expectation that the speaker will do something]
