act of admission   If Congress agrees to Statehood after reviewing the State constitution, they pass an act of admission that creates a new State in the Union  
grants-in-aid programs   grants of federal money or other resources to the States  
revenue sharing   one form of federal monetary aid where Congress gave an annual share of the federal tax revenue to the States with virtually no strings attached  
categorical grants   grants made for a specdific closely defined purpose and strings attached  
block grants   made for much more broadly defined purposes such as health care or welfare and fewer strings attached.  
project grants   grants made to States and private agencies who apply for them.  
interstate compacts   agreements between the States made with the consent of Congress  
Full faith and credit clause   ensures that public acts (laws) records (birth certificates, marriage licenses) are recognized in all 50 states

extradition   the legal process by which a fugative from justice iin one state is returned to that state.
